GTZ Project Office "Law Reform in Transition States" at the University of Bremen

In 1992, the German Ministry for Economic Cooperation and Development instructed the German Agency for Technical Cooperation Ltd. (Deutsche Gesellschaft für Technische Zusammenarbeit mbH or GTZ) to assist in initiating the legal reform in the Republic of Georgia. The task to formulate a new civil legislation in a post - communist country led to the formation of a working group headed by Rolf Knieper, professor for civil and commercial law at the University of Bremen.

In 1993, the GTZ started a bilateral project with the Republic of Georgia in order to give legal advice and contribute to the reform of the civil and commercial legislation of the country. The Law on Entrepreneurs, the Civil Code, the Code of Civil Procedures and many other laws have since been adopted. From 1994 on, the GTZ began to work together with other countries of the Caucasus and Central Asia. For example, bilateral projects with Armenia, Azerbaijan, Kazakhstan and Uzbekistan were agreed. The coordination of these projects took place at the University of Bremen. Therefore in 1996 the supraregional project "Law Reform in Transition States" was established in Bremen. This project secured a long-term partnership with the engaged countries.

The "Conclusions of Bremen" of 1997 of the partner countries of the GTZ and national and international cooperation agencies set the framework for a steady and coordinated cooperation for the reform of the civil legislation of the paticipating countries of the Caucasus and Central Asia. In addition to this, September 2000 a treaty of cooperation between the City of Bremen, the Chamber of Commerce of Bremen and the GTZ was agreed. This commitment enabled the project to invite judges and other legal personnel from the partner countries to come to Bremen and visit German courts and other legal institutions. Also, many international conferences took place in Bremen, because the German city offered a neutral place of discussion of the legal reform issues.

In 2002/2003, the GTZ divided the supraregional project into two projects with head offices in Tbilisi, Baku and Almaty. The project office in Bremen continues to coordinate the various project activities and works together with three German long-term experts in close cooperation. A fourth German long-term legal expert in Almaty will be in charge of the legal reform project in Central Asia.
